Cedarcom Announces the signature of MOU with Ministry of Telecom for the co-deployment of ADSL services in Lebanon

Beirut, Lebanon, January 3rd, 2006 - Cedarcom, SAL, the leading nationwide wireless data provider in Lebanon offering business class broadband wireless access (BWA) services, announced today the signature of an MOU with H.E. Minister of Telecom Mr. Marwan Hamade, and the Director of Operation and Maintenance Dr. Abdulmenhem Youssef for the deployment of ADSL services in Lebanon.

“Through this MOU, Cedarcom will have the opportunity to become a leading ADSL carrier in addition to its leading position as fixed broadband wireless access carrier”, said Mr. Imad M Tarabay, Chairman & CEO of Cedarcom. “Cedarcom will be the first data operator to offer ADSL services and we will start with our pilot project in the coming weeks covering Beirut. We have excellent relationships with the tier one ADSL vendors and will surely deploy state of the art network in Lebanon”, continued Mr. Tarabay.

“Lebanon is truly in need of ADSL services and the announcement of the MOU signature comes at a time when Lebanon is deregulating its telecommunications. The telecom law 431 will take effect very soon upon the announcement of the Telecom Regulator Authority board members, setting the cornerstone in the deregulation. As in every deregulated country, the internet penetration rates increase sharply. Lebanon currently stands at around 12% internet penetration rate, and it is believed by many that based on the education levels, PC penetration rates, as well as other considerations, Lebanon will increase its internet penetration rates to reach levels of 25-30% within 2 years. This translates to around 1.3 million internet users by 2007. Cedarcom will certainly position itself as the ADSL leader ready to capture this market and deliver its top notch quality of service.” said Mr. Tarabay.

“We are very confident that Cedarcom will continue in its successful venture like we accustomed our clients. We will introduce the best of ADSL bread to the market, just like we did in the fixed broadband wireless access services.” said Cedarcom General Manager Mr. Ibrahim S Ibrahim.

Mr. Ibrahim continued detailing Cedarcom’s many FIRSTS:

· The first carrier to implement MPLS in Lebanon;

· The first in the Middle East to deploy broadband wireless MPLS based services;

· The first to deploy WiMAX based broadband MPLS Layer 2 Switching services”

The use of MPLS and Layer 2 Switching has enabled us to deliver Class of Service  and dynamic switching required mainly by banks and large institutions, allowing  better service performance and higher availability, contributing to Cedarcom's  market leadership in wireless broadband. With Layer 2 MPLS services, we surely  closed all competition doors in front of frame relay based services offered by  competitors”; and

· We will be the first to introduce ADSL to Lebanon.
